Publish or perish
For many decades, there have been clear incentives to publish papers because they were used as a metric, regardless of knowing that quantitative performance measurements produce undesired outputs.
More and more concerns are raising, for example on How to make more published research true. Publishing is only part of the equation, the other part are the problems with citation-based metrics
